The DC-VPA will operate as an open, collaborative, and consensus-oriented Dynamic Coalition, with activities continuing between annual IGF meetings. Operations will be carried out via a free, open-access mailing list ( igc-dc-vpa@alert-hub.org ), a Web page, and virtual meetings, culminating in an annual open session at the IGF.
